  1. As people from outside the USA may enter, according to the list of countries, how can they fill in a State-there is no Not Applicable sign? Without a State, the entry is not accepted.

    According to the official rules of the contest, legal US residents may enter regardless of where they live. you might wish to query Family Tree Magazine. While I do not know for sure (thus, please write to them), the thinking is that a legal US resident living elsewhere will have a US address (with a state). But PLEASE query the magazine.
